What will happen if they are not able to cover the place with the first 700 ? Has it ever happened in the past?
I think it has happened - can't remember what the outcome was
ETA think it was 2016 but at that time they only continued with the top 500 - this then increased to 650
Was that the year before they attempted to short circuit the admissions policy and just invite the top x00 IC to sit round 2, then adding in all the OOC qualifiers at the last minute when called out on it? Thus increasing the chance of getting a place for an IC candidate who wouldn't have made the cut at all had the policy been applied correctly, but at the same time increasing the chance of an IC candidate who would have done anyway being squeezed out by one of them...
