More than one thing can be true at the same time...
- legally, just living within the defined catchment area for a school does not guarantee a place at said school. The determined admissions policy - which for each academic year of entry must be published in the March prior to the CAF submission for that year - must be followed, and if the PAN for the school is reached before all IC applicants who might be offered a place have been offered, then the rest do not get a place on national offer day.
But also...
- historically, the number of IC applicants for the school may never (yet) have exceeded the number of places available to them.
The two realities are not mutually exclusive.
Local Authorities' forward planning with regard to the number and location of school places required tends to come into it somewhere, as well.
